Who are we?
The IDEA Partnership is the conduit for collaborative work across 55 national organizations, technical assistance providers and agencies. The partner organizations are dedicated to improving outcomes for students and youth with disabilities through shared work and learning.

In 2006, the partner organizations identified RTI as a priority topic for their members and formed an RTI workgroup. Members of the workgroup come from all roles and levels of the education system. They come from geographic locations from across the United States.  The collective work of teachers, administrators, related service providers and families led to the development of this CD.

Why are we focused on RTI?
Response to Intervention is the practice of providing high-quality instruction/intervention matched to student needs and using learning rate over time to inform educational decisions.   RTI is a process intended to improve the structure for school teams to design, implement, and evaluate instruction and specific interventions.  Some elements of RTI have been used informally in practice for many years. Other elements are new. This CD provides tools to introduce RTI and connect you to an array of free resources to support your work.

How can this CD help you to focus on RTI?
These resources have been developed and/or selected by practitioners and families. They provide tools and training materials for immediate use as well as links to websites that will continually produce high quality information.


This collaborative collection is designed by stakeholders for stakeholders. You will find:

  • Glossary...The glossary includes key terms used throughout the collection.
  • How to Use This Collection….This section contains ideas for engaging families, higher education, local administrators (superintendents and principals), policymakers and teachers and related service providers.
  • The Beginning, Advanced and Practice Collections…These collections provide an array of tools at different  levels of complexity, complete with PowerPoint presentations and Presenter's Guides with handouts.
  • Dialogue Guides…Dialogue Guides are models for conducting interactive discussions across stakeholder groups.  Each Guide contains a brief summary of an important concept in plain English with a set of dialogue starters to engage participants.

In December 2007, 49 states and seven territories convened for a two-day Summit on RTI.  The state education leaders in each state brought a range of stakeholders together to participate in information sharing sessions and to plan the future of their state’s RTI system.
